If you have never been waxed before then I advise you to give it a trial run 1-2 months ahead of time so you will know how your skin will react. If you have been waxed before it is best to schedule your appointment 3-5 days before your event or vacation.

That is up to the parent. I personally am not comfortable performing a bikini wax on minors without their parent/guardian present.
